ভিক্টিম ব্লেমিং। সাধারণ অর্থে ভিক্টিমকে ব্লেম বা দোষ দেওয়া। এজন্য প্রথমত জানা দরকার ভিক্টিম কি? ভিক্টিম এর অর্থ করা যায় ভুক্তভোগী বা অপরাধের শিকার। অর্থাৎ যার সাথে অন্যায় করা হয়েছে এমন ব্যক্তি বিশেষ।
অন্যায়কারীর দোষ না দেখে উল্টো যার সাথে অন্যায় করা হয়েছে তাদেরকে দোষ দেওয়াই ভিক্টিম ব্লেমিং। আমাদের সমাজে সাধারণত গরীব ও নারীদের ক্ষেত্রে ভিক্টিম ব্লেমিং বেশী হয়ে থাকে। যেমন কোনো নারীর সাথে ডমেস্টিক ভায়োলেন্স অর্থ্যাৎ পারিবারিক নির্যাতন হলো। ধরা যাক তার বর তাকে মারল। যা আইনত অপরাধ এবং চূড়ান্ত অনৈতিক তা স্বীকার করার আগে ভিক্টিম নারীটির চরিত্র বিশ্লেষণে উঠে পরে লেগে যাওয়া। তাঁর সাথে ঘটে যাওয়া ঘটনার বর্ণনা শোনার আগেই মেয়ের অপরাধ খুঁজে বের করা। এক্ষেত্রে মেয়ের কোনো অপরাধ তার গায়ে হাত তোলা জাস্টিফাইড হওয়ার কথা না। মেয়ের কাজ ন্যায় না অন্যায় তা সম্পূর্ণ ভিন্ন আলাপ। কিন্তু এই ভিন্ন আলাপ টেনে ভিক্টিমের দোষ খুঁজতে গিয়ে আসল অপরাধীকে হাইড করাই ভিক্টিম ব্লেমিং। একইভাবে ঘটনা হতে দেখি একজন মেয়ে রেপ বা খুন হলেও মেয়ের চরিত্র, পোশাক নিয়ে কাঁটাছেড়া করা হয়। যা ভিক্টিম ব্লেমিং। মূলত এসব ভিক্টিম ব্লেমিং আমাদের অতি পরিচিত।
তবে আরো অনেক ভাবেই ভিক্টিম ব্লেমিং হয়। দেখা গেল একটি নির্দিষ্ট শিক্ষার প্যাটার্ন মানুষকে অপরাধী করে তুলছে। অথবা একধরনের কুসংস্কারের চর্চার ফলে মানুষ সচেতনতা থেকে দূরে সরে যাচ্ছে। ধরা যাক এমন কোনো আশ্রমের শিক্ষা যেখানে শেখানো হয় ব্ল্যাক ম্যাজিকই আল্টিমেট পাওয়ারফুল। অন্য সকল শিক্ষা মানুষ যাতে ব্ল্যাক ম্যাজিক না চর্চা করতে পারে তার ষড়যন্ত্র। এখন একটা বাচ্চাকে যদি জন্মের পর থেকেই এই শিক্ষায় দীক্ষিত করা হয়। আর সেই বাচ্চা বড় হয়ে সেই বুলি আওড়ায়। তবে তার জন্য আবার তাকে মূর্খ বলে তাকেই নির্যাতন করা হয়। সেটাও একধরনের ভিক্টিম ব্লেমিং।
এখানে তাকে ঘৃণা নয় বরং আলোচনা তর্ক-বিতর্ক শিক্ষা ইত্যাদির মাধ্যমে বোঝানো যেতে পারে। কিন্তু নির্যাতন অবশ্যই ভিক্টিম ব্লেমিং। কেননা এই অবস্থার জন্য দায় পুরোপুরি তার না বরং সিস্টেমেরই বেশি। সেই সিস্টেম ঠিক না করে ব্যক্তিকে শূলে চড়ানো অযৌক্তিক।
এবার একটু অন্যরকম ভিক্টিম ব্লেমিং নিয়ে বলি এই ভিক্টিম ব্লেমিং সরকার কর্তৃক জনগণকে করা ভিক্টিম ব্লেমিং। জনগণ সরকারকে ট্যাক্স দেয়। সরকারের দায় সবাইকে শিক্ষা, চিকিৎসা, বাসস্থান, কর্মসংস্থানের ব্যবস্থা নিশ্চিত করা। এখন যদি এ জায়গায় পথশিশু বা ছিন্নমূল মানুষ থাকে সেই ব্যার্থতা সরকার ও সিস্টেমের। রাষ্ট্র তাদের কর্মসংস্থান ও শিক্ষার ব্যবস্থা করতে পারেনি বলেই তারা এ অবস্থানে। কিন্তু তাদের বাড়ি নেই কেন? কেন তারা রাস্তায়? এসব প্রশ্ন করে পুলিশ বা কোনও মহল যখন তাদের পেটায় বা উচ্ছেদ করে সেটাও ভিক্টিম ব্লেমিং।
ড্রেনে ময়লা পরিষ্কারের দায় সিটি কর্পোরেশন বা পৌরসভার হলেও পরিষ্কার থাকলে তাদের ক্রেডিট এবং দীর্ঘদিন পর্যাপ্ত রক্ষনাবেক্ষন ও যত্নের অভাবে পানি জমলে তার দায় জনগণকে করা হয় এই বলে যে সেখানে ময়লা-পলিইথিলিন ইত্যাদি ফেলা হয়েছে। যদি জনগণ ফেলেও সেটার দায় কার? রাস্তার মোড়ে মোড়ে ডাস্টবিন নেই। উন্নত দেশের মতো যেখানে সেখানে ময়লা না ফেললে কোনো সংশোধন বা শাস্তির ব্যবস্থা নেই। অর্থাৎ সেরকম কোনো পদক্ষেপ নেই। সমস্যার কোথাও সমাধান না করে ভিক্টিম ব্লেমিং করে দায় ঝেড়ে ফেলা যায়। অথচ তারা নিয়মিত সমাজ পরিষ্কারের জন্য টাকা নিচ্ছে জনগণের থেকে। এমনকি এক্ষেত্রে বহু জনগণও বুঝে বা না বুঝেই হয়তো ভিক্টিম ব্লেমিং করে চলছে।
